LIVE TELECAST


Americans can never forget the dark day 9//11. Sensitive people take the matter of OSAMA, as a matter of personal enmity. They attempted to kill Osama in all possible ways. They applied their best of scientific knowledge to kill their national enemy. The mission in which Osama was killed was a very secret mission. Only finger counted people knew it. The president of The USA, Mr. Obama watched the killing operation himself.

In our case a great Indian patriot addressed Osama as “Osamaji”. Just opposite to that, few persons appealed individually to the Government that they may be given the opportunity to hang Kasab. Kasab has already been given death sentence. Supreme Court has upheld the decision. Few are still trying to save him. Time will say how long they can evade the execution. In the event of execution, will the President and the Prime Minister watch the execution? In case of execution of Saddam Hussein, the live telecast was shown. In the event of execution of Kasab, will the Govt. allow live telecast for one and all to see?

THE TRAGIC END


“The IPS-IAS couple will be sent back to the center”- was the hot news of the day. The IPS officer is a renowned personality, well known as an efficient superintendent of  police. The IAS lady officer  is working as a District Collector posted about 184 km away from the police district head quarter. One day, there was a hot exchange of words between the Collector and some advocates. The advocates attacked the Collector’s residence when the children were at home. There were charges and counter charges. The advocates called for a boycott of the courts, demanding a judicial enquiry and punishment to be meted out to the person(s) who so ever may be found guilty. When this proposal was not accepted by the government, the agitators gave a call for total Western Orissa Bundh. People suffered very badly due to this Bundh. Life was totally paralyzed. Government lost the revenue for the day. The IAS association also represented to the Government that an enquiry  be done and stringent action should be taken against the culprit(s). Mahila Commission also entered in to the array because the Collector was a Mahila. Government finally set up an inquiry commission. This drama continued for a few days.

An interm formula was proposed by some unknown mediators. Both the parties expressed regrets over the incident. Some how, normal government work was resumed. Again an issue was raised about who apologized first, the collector or the advocates. The matter somehow subsided with passage of time.

After a long time, news came that the S.P. and Collector couple will be sent back to the Center. Many questions, however,  remained unanswered:
A)    Whether the appointed enquiry commission, submitted its report?
B)     Whether the Mahila Commission submitted its report?
C)    Whether the entire exercise could pinpoint the culprits.

It is interesting to note that some knowledgeable people opined that when there was a compromise and the case was with withdrawn, there was no question of any enquiry and report or any action.

Though superficially it looks that the matter stands closed, in reality it does not. The Collector and advocates made a compromise. True. The loss caused to the Government was never realized. The pain suffered by the innocent people, the starvation caused to the poor, the harassment faced by daily wage earners was never compensated. Now the question is - Who will wipe out tears from the eyes of those who suffered from this agitation ?

DOG THEOREM


(An abstract from the book “How Indians can live in peace and prosper)

A simple experiment was conducted on two dogs. One was white and the other one black.

One day the white dog was chained and the black dog was set free to loiter around. It enjoyed full freedom to move about any where it liked, swallow-up any thing it liked. It chewed animal bones, ate up all rubbish. At late afternoon when hunger was at it’s peak, good food i.e. meat rice etc was served to the free black dog, only inches away from the reach of the white dog.

The situation was watched.

The white dog barked loudest. Tried to break the chain and snatch food from the black dog. Swung around to reach the plate. The barking continued and did not stop.

The next day the experiment was repeated. This time the black dog was chained and white dog was set free. The black dog was chained at the same spot, with the same chain. The white was set free as the black dog was on the previous day. The same food, meat rice etc was served to the white dog on the same spot at the same time.

Observations were same as it was the previous day. The black dog barked the same way as the white one had barked.

The inference of the experiment carries a lot of sense in today’s environment particularly with the reference to the people who have grabbed power and those who crave for power.

The experiment is self explanatory and speaks for itself.

SOLUTION


An eminent international thinker Mr Shiv Khera, said “India is not the only country which has multiple problems. It is one among the countries not looking for solutions.”.

We find a cry against corruption every where. The barest truth is, the most corrupt shout the most against corruption. Corruption has not reached this level in a day. Similarly it can not be wiped out over night. It is not a fact that corruption can not be controlled. How so ever poisonous snake it may be, if caught by it’s neck, it can not cause any harm. Similarly if corruption is handled properly, it has to be under our control.

When the constitution was written, we did not have enough number of capable persons to become public representative. Now the scenario is different. The regrettable fact is those who can think for the betterment of the country do not have the ability to fight an election and enter in to the Parliament or Assembly and those who know the art to pave their way to the Assembly or Parliament, do not have the ability to think for the country. If the same persons are getting elected over and over, their mind is set in a particular direction. They can not think any thing better than making money by corrupt practices. Under the prevailing circumstances “Money builds power and power builds money”. Their roots have gone very deep and uprooting is difficult though not impossible.

How so ever big a problem may be, there is that simple a solution also. Late Rajiv Gandhi said once that an answer can be found for any big problem, if continuous attempt is made.

The water when becomes stagnant, it becomes turbid and dirty. Flowing water is considered pure and fresh. It is necessary to see that fresh people with new ideas are elected. There by a change will start. Once a change starts we move in the right direction. To initiate a change I propose my view points as narrated below.

 Let us propose a small amendment in the constitution. By virtue of the amendment “no body can be a public representative for more than two times. He may be member of Assembly once and Member of Parliament once, either member of Assembly two times or member of Parliament two times.

DIFFERENT VIEW POINTS:-

An efficient, capable and active member may be disqualified by the two times membership formula and the country loses a brilliant person which may be very unfortunate.

If the constitution is changed this will be accepted by the people and people will get accustomed to it just as retiring age of the service holders is not challenged. Such popular words like unfortunate etc, will have no existence. The exception case will be tolerated like as an efficient person dies in a plane crash. When the terrorists attacked the Parliament, if they could have entered the Parliament and killed all the members of the Parliament, should we presume that the Parliament would have remained with out representatives?

Every thing in this world under goes changes. It is a universal law beyond question which has made the God’s creation so beautiful. If change is an eternal truth, why it can not be adopted in our system?

Every body has an aspiration in life. The new aspirant can also have a chance to translate his views in to reality. With this change new energetic people can replace the old people with orthodox attitude. From ages it has been seen that the younger generation is more intelligent and capable. They are more knowledgeable and efficient. If the younger parliamentarians and legislatures will not perform up to expectations they will be voted out of power.

In the past, the then Congress party president Kamraj Nadar said that the senior persons should resign from their political posts and work for the organization to make it strong. This was well appreciated. In other words he wanted new people to come and hold the political posts.

Some argue that a new person can not handle the office efficiently. This has proved to be totally wrong. After Pandit Jawaharlal Nehru, Lal Bahadur Sastri proved to be more efficient Prime Minister. Rajiv Gandhi became prime minister without any experience.

In the present scenario, how so ever brilliant idea one may have and he wants it to be sent to Assembly or Parliament for a discussion, he has to send it through a sitting member of the house. It will depend on the will and ability of the person to understand the matter. Then he has to think whether his political boss will be unhappy and deprive him from getting a ticket for the next election. If he understands that his political boss will be happy or not, hardly matters. Because he will not be able to qualify for the next election, he can express himself with out any fear of not getting a ticket for the next election. He can put up the matter for a discussion.

The Speaker of the House is considered as neutral. If there were a provision to send the suggestion directly to the Speaker and the speaker would have paid due attention and if found worth it and given an opportunity for a debate in the house, the matter would have looked different and people could enjoy the real fruit of democracy.

It can be argued that if the person concerned knows that he will never be elected again, he may develop the attitude to make as much money as he can even by adopting all corrupt practices. This can be answered as if he is corrupt he will leave no stone unturned to make money. Getting elected or not does not matter at all. The same subject can be said as if this particular person is fortunate enough to siphon money from the government exchequer, why others will not be given an opportunity?

Some are of the opinion that it will be a violation of the fundamental right. Once the constitution is amended, there will be no room left for such questions to arise.
HOW IT WILLWORK

When Immersion heater is put in the bucket of water and switched on, the water molecules close to the heater become warm. They are replaced by cold molecules. Like that a movement starts or a change is initiated.

 In every political party, the leader and people close to him, contest the election. They get elected again and again. So the possibility of a change in the style of functioning ceases. We find there is competition for every body and in every place. The candidate contesting for election has competitors too. They find until the person is there they do not have any opportunity. But for raising a voice they need a logical ground. The two times formula can give them a sound platform to put their demand forcefully.
